The Directorate of Integrity and Ethics has stepped up efforts to combat the growing cases of immorality, alcoholism and drug abuse among school-going children, particularly in rural communities across Uganda.

Speaking during a stakeholders’ engagement at Buvuma College in Buvuma District,on June 28,2026 the Commissioner for Ethics, Policy and Standards at the Directorate of Integrity and Ethics, Moses Makumbi, expressed concern over what he described as increasing moral decadence among learners.

Makumbi warned that many school-going children are being drawn into destructive behaviors, including alcohol consumption, drug abuse and other forms of moral misconduct, which threaten not only their future but also the country’s social and economic development.

He emphasized the need for collective action involving parents, teachers, religious leaders, local authorities and community members to instill positive values and guide young people towards responsible living.

The commissioner also appealed to the government to fast-track the construction of more schools, especially in undeserved rural areas, saying long distances to educational institutions expose children to numerous risks and contribute to school dropout rates.

According to Makumbi, improving access to education by establishing more schools closer to communities will not only enhance school attendance but also help protect learners from negative influences encountered while travelling long distances.

The Directorate of Integrity and Ethics has in recent months intensified public sensitization campaigns aimed at promoting ethical values, discipline and responsible behaviour among young people as part of broader efforts to build a morally upright society.
